Local Improvement District (LID)
Local Improvement Districts (LIDs) enable our Borough to fund key capital improvements, such as natural gas lines, by allowing costs to be shared among benefited property owners. Properties included in an LID may be contiguous (physically touching) or noncontiguous (not connected). Contiguous LID proposals need approval from owners representing over 54% of the district’s value and costs, while noncontiguous LIDs require full support from all benefiting property owners.
Both community members and the Borough Assembly can initiate LID proposals, making it possible to fund infrastructure upgrades through collaborative financial responsibility. By sharing the costs of improvements that add value, LIDs help enhance public services and infrastructure for our Borough.

In Person
Go to the DSJ Building
Go to the Main Borough Building located at 350 E Dahlia Avenue, Palmer, AK 99645.
Speak to the front desk in the Main Lobby
Once you get here, enter through the main entrance into the main lobby and speak to the front desk. Let them know why you're here and they will help you from there.
Work with the Special Revenue Division
The Special Revenue Division will work with you to get the details of the LID you are interested in pursuing. They will collect the following information:

Paying for Existing LID

Go to the Main Borough Building located at 350 E Dahlia Avenue, Palmer, AK 99645.

Pay Online (ACH)

eCheck Account & Routing Number - you MUST enter your full account number or your payment may be rejected and subject NSF fees. There is a $1 transaction fee.

Go to the payment portal
Navigate to our online portal. Please note that our credit card company charges a 3% convenience fee.
Pay via Drop Box (Check Only)
Go to one of our drop box locations.
