Mat-Su Borough Hazard Mitigation Plan
Overview
The Hazard Mitigation Plan (HMP) helps reduce long-term risks to people and property from natural hazards such as earthquakes, floods, wildfires, and severe weather. It is required by federal law (Disaster Mitigation Act of 2000) to keep the Borough eligible for FEMA Hazard Mitigation Assistance grants.
The Borough is currently updating its plan for 2026. This update adds two new hazards:

Tsunami risk along coastal areas

Permafrost-thaw landslide instability near the Glenn Highway corridor
The updated plan will guide future projects, funding, and community safety efforts.
