Alcohol Beverage Uses Permit
A Conditional Use Permit is required for businesses selling or serving alcohol in the Mat-Su Borough. Apply online with site plans, narratives, and state licenses. The Borough reviews compatibility, safety, and neighborhood impact before approval.
How to Apply
Apply online through the Borough’s permitting portal:
You’ll need:
- Completed application form
- $1,500 application fee:
- Beverage Dispensary
- Package Store
- Site plan (see page 3 of application)
- Narrative addressing MSB 17.70 criteria (see page 2)
- Copy of your State of Alaska Alcoholic Beverage License
Before the public hearing, applicants must also pay advertising and mailing fees. Staff will provide a cost statement.

Your narrative must explain how your business will:
- Fit into the surrounding area without harming property values or neighborhood character
- Avoid negative impacts like noise, traffic, or glare
- Provide adequate parking and access
- Prevent alcohol-related safety issues
- Demonstrate trustworthiness and fitness to operate

Your site plan must show:
- Structures used for alcohol service
- Setbacks, signage, landscaping, and buffers
- Parking, access points, and traffic flow
- Interior layout and square footage
- Lighting and drainage plans
