When is this permit required?
You need a Multifamily Development Permit if your project includes:
- More than 2 dwelling units per 40,000 sq ft of lot area.
- Substandard dwellings at or above 1 per 40,000 sq ft.
- More than 6 total dwelling units, regardless of lot size.
- More than 2 substandard dwellings, regardless of lot size.
Maximum Density Limits
- Core Area: Up to 18 units per 40,000 sq ft.
- Non-Core Area: Up to 12 units per 40,000 sq ft.
- Substandard Dwellings: 1 per 40,000 sq ft (or 2 regardless of lot size).
Application Process
Step 1: Prepare Required Documents
You'll need to submit the following:
- Application Fee: $500 + $25 for each unit beyond five.
- Certified Site Plan (MSB 17.125 & MSB 17.73.050): Must be prepared by a licensed architect, engineer, or surveyor.
- Drainage Plan (MSB 17.125).
- Landscape Plan (MSB 17.73.190).
- Nonstructural Fire and Life Safety Plan (for 4-plex and above, MSB 17.73.100).
- Driveway Permit (MSB 11.10.020 or AS 17 AAC 10).

Step 3: Review & Inspection
Borough staff will review your application for completeness and compliance. Staff may visit the property to verify details and monitor compliance.
Key Requirements
Site Plan Must Include:
- All existing and proposed structures
- Setbacks and distances between buildings
- Parking, lighting, walkways, and access roads
- Drainage and landscape features
- Service areas and screening
Other Standards:
- Wastewater System: Must be certified by a professional engineer within 90 days of installation (MSB 17.73.095).
- Impervious Surface Limit: Cannot exceed 60% of lot area (MSB 17.73.130).
- ADA Compliance: Required for all multifamily developments (MSB 17.73.130).
- Parking: Must meet dimensional and ADA standards (MSB 17.73.150).
- Lighting: Must meet borough standards (MSB 17.73.170).
- Pedestrian Paths: Must be ADA-compliant (MSB 17.73.180).
- Fencing & Screening: Optional but must meet MSB 17.73.190 and MSB 17.73.200 if included.
