Racetrack - Conditional Use Permit

A Conditional Use Permit (CUP) is required to operate a commercial racetrack in the Matanuska-Susitna Borough if the facility hosts more than ten events per year. Racetracks include prepared routes for contests of skill, speed, or duration—such as motorized vehicle tracks on land, ice, or snow. The permit ensures that large-scale racetrack operations meet borough standards and address community concerns.

How to Apply

To apply for a Conditional Use – Racetrack Permit, you must submit a detailed application and go through a public review process. The MSB Planning Commission will evaluate your proposal under MSB Code Chapter 17.63.

Your application should include:

  • A site layout showing the location and design of the racetrack

  • Operational details, including the number and type of events

  • Noise management plans (including decibel limits per MSB 17.63.020)

  • Safety measures, dust control, and traffic management strategies

  • Setbacks from water bodies (typically 50–100 feet from streams or wetlands)

  2. Public notice
Once your application is accepted, MSB will issue a public notice to inform nearby property owners and the community about your proposed racetrack.

  3. Public hearing
Your application will be scheduled for a public hearing before the Planning Commission. Community members may provide input.

  4. Decision and conditions
If approved, your permit may include conditions to reduce impacts, such as noise limits, traffic controls, and environmental safeguards.

Small-scale racetracks (ten or fewer events per year) and one-time annual races do not require a CUP but may need a Special Events Permit under MSB 8.55.
